DeltaLakeLocal

Provides an integration with Delta Lake tables stored on the local filesystem. Reads work out of the box; with allow_delta_lake_create_table = 1 a CREATE TABLE with explicit columns against a location that has no _delta_log creates a new table (writing the initial commit), and INSERT requires allow_delta_lake_writes = 1.
